Welcome to the site of Saratov City Public Organization for Animal Protection (SCPOAP).
It is a public non-profit organization which was registered on 15 July 1992 in Saratov, Russia,and re-registered in June, 30, 1999 in accordance with the law of Russian Federation "Of Public Associations". No: 04029540.
The main functions and purposes of the SCPOAP as laid down by the Rules and Regulations are:
- concern for owned and homeless animal welfare;
- convincing governments and key decision makers to change practices and introduce new laws to protect or improve the welfare of animals;
- acccentuation the public opinion on the necessity of ethic attitude to the problem of stray animals, forming of high moral principles and humanistic attitude to animals;
- propaganding responsible pet ownership;
- prevention of cruelty to animals;
- providing direct medical help and following treatment to abandoned and stray animals that have been injured in accidents;
- finding life-long, loving homes for stray and abandoned animals.
Our ultimate aim is not to have a single stary pet in the streets. We want every dog and every cat to have its home, care and human love!
The work of our organization is
holding in a number of ways: we help animals in a crisis situation, protect
them from the commercial use, keeping them in a safe environment. We work in
a close contact with the administration and the government of Saratov, we
are the members of the Governor's Public Chamber, the members of the Public
Consulting Council. We publish the newspaper "The Environment" in which we
tell our citizens about our success and problems in that way attracting
their attention to the activity of our organization.Our press-sponsor ("Saratov
Panorama" newspaper) publishes under the supervision of Valentina Nikolaeva
the monthly page "Animals in the Town". We hold on the discussions on the
radio and TV. We use only scientifically based, humane, and legal methods in
our work. We take an active part in the "Worldwide Week for Defending
Animals" propaganding and developing IFAW's ideas. We hold on holidays "My
Animals" in Saratov schools and many charitable activities.
The shelter for stray animals of
Saratov-city is the only shelter for homeless pets in the Volga region. It
has been established by Saratov City Public Organization for Animal
Protection (SCPOAP) in May,9, 1993. It is a no-kill shelter which saves all
the adoptable and treatable pets it takes in. Within 15 years about 6000
animals were admitted. More then 4000 dogs and cats found their new homes.
Work of Saratov-city shelter is
well-known abroad. Representatives of 17 countries have visited the shelter.
All of them remarked on the enthusiasm and great zeal of the stuff which
does it's best to provide all the patronized animals with care and love.
International fond "IFAW" has awarded three grants to the SCPOAP.
The stuff consists of dedicated
volonteers only. Saratov shelter is aknowledged as the best one in Russia
but the building of the shelter is very old (70% of aging), with poor
facilities. At the moment there are more then 400 animals in the shelter and
the shelter has no ability to accept more because of lack of space (we are
even temporary enforced to keep some of our animals in our yard in the open
air). There are about 5 000 stray dogs in Saratov - a city with 1 million
inhabitants and there is only shelter for homelss animals - ours. Still in
spite of great accumulation of animals there have never been any epidemics
of diseases in the shelter.
We have made every effort to
convience local authorities that it is necessery to organize a new
up-to-date Shelter for stray animals which should be up to the highest world
standards. The question of removal the Shelter into a new building was
raised to the Municipal and Regional Administrations. In October,13,1998 the
Regional Administration Sanitary Comission took a decision to provide the
Shelter with a new building and quick financial support. As a reply to our
numerous applications the city administration finally admeasured one hectare
steading for the construction of a new building for the shelter almost three
years ago. But they didn't appropriate any money for the construction. They
said the SCPOAP must raise funds itself. If we don't collect the needed
amount the admeasured area will be confiscated. We're a public organization
and we are not financed by any official institute. People of the city donate
us money but it's just "a drop of water in the sea" and those donations are
spent for medical treatmet, to spay or neuter dogs and cats, and feeding the
animals in the Shelter. Please, help us to provide stray dogs and cats of
the Saratov-city with a new shelter!
